These payments have be made through a complex network of NGO's and not-for-profits. Think of it like a banking system. The NGO's are the head office and the not-for-profits act like branches.
One might be asking, where do the NGO's get their funding from. They hollow our nations economies through what is considered a 3rd level of national control - civil society.
